Summary, model-written

Charity Hospital opened as a hospital in 1939, closed in 2005 (post-Katrina), and is now proposed for retrofit to housing, office, and retail by 1532 Tulane Partners with completion expected in 2027.

Why. Status is 'proposed' with developer commitment confirmed in 2025. However, opportunity score is 0.0 due to three factors: (1) project is already 'in play' (construction/approval status noted in permits), (2) Orleans Parish population declined 3.5% 2018–2023, (3) housing is already included in the new use plan.

Where it stands. Permits show active construction in 2023–2024 (2023: 406 units 2–4, $250M value; 2024: 264 units 2–4, $186M value). Peer projects in LA (e.g., South Park Mall, The Esplanade) share similar 'redevelop' strategy but have higher opportunity scores (5.0).

For a planner

  • County housing market shows declining home values (-1.5% YoY) but rising rents (+2% YoY).
  • No nearby peers within 10km (cluster count: 0).
  • Retail establishments grew 0.8% 2012–2023, employment up 9.2%.

For a developer

  • Project status is 'proposed' but permits indicate active development (2023–2024).
  • Key barrier: County population decline and housing already planned (per opp_reasons).
  • No new market data beyond 2026-09 (ZHVI/ZORI).
  • Unknown: Current construction progress beyond 2024 permits.

What we do not know yet

  • Unknown: Actual progress toward 2027 completion.
  • Unknown: Whether population decline affects demand for proposed housing.
  • Unknown: If 'already in play' refers to active construction or pending approval.

Background

Charity Hospital was one of two teaching hospitals which were part of the Medical Center of Louisiana at New Orleans (MCLNO), the other being University Hospital. Three weeks after the events of Hurricane Katrina, then-Governor Kathleen Blanco said that Charity Hospital would not reopen as a functioning hospital. The Louisiana State University System, which owns the building, stated that it had no plans to reopen the hospital in its original location. It chose to incorporate Charity Hospital into the city's new medical center in the lower Mid-City neighborhood.
