Summary, model-written

Richland Mall opened in 1974 with anchor stores Sears, Kmart, and Penn Traffic. It closed in 1998 after losing business to the Johnstown Galleria, which opened in 1992. The mall was demolished and redeveloped in 2004 as a strip mall (Richland Town Center) featuring Walmart, TJ Maxx/HomeGoods, Best Buy, and Ulta.

Why. The primary cause visible in the record is competition from the Johnstown Galleria, which opened in 1992 and drew business away from Richland Mall, leading to its closure.

Where it stands. The site is now a strip mall (Richland Town Center) built in 2004; current ownership or controlling entity is not stated in the record.

For a planner

  • Precedent: conversion of an enclosed mall to a power‑center strip mall after anchor loss.
  • Policy tools noted: strategy listed as 'redevelop' and new_use as 'retail' with a retrofit year of 2004.
  • Open questions: current zoning, ownership, and any ongoing planning incentives or restrictions.

For a developer

  • Site size and parcel boundaries are not provided in the record.
  • Control: no current owner or managing entity is listed; past owners were Sears, Kmart, and Penn Traffic (1974‑1998).
  • Entitlement stage: redevelopment completed in 2004, so the site is already built as a strip market.
  • Context‑layer constraints (flood, transit, environment) and market signals from tract data are absent from the record.

What we do not know yet

  • Current owner or managing entity unknown.
  • Exact site dimensions and parcel configuration unknown.
  • Zoning, land‑use regulations, and any pending entitlements unknown.
  • Environmental constraints (floodplain, wetlands, contamination) unknown.
  • Transit access and proximity to infrastructure unknown.
  • Local market demographics, purchasing power, and retail competition data unknown.
  • Some fields are marked as extraction with 'verified': 'draft', indicating potential unreviewed model‑derived data.

Background

Richland Town Center is a power center in Johnstown, Pennsylvania, United States. It is located on U.S. Route 219 at Elton Road and Theatre Drive. The center opened in 2004 on the site of the former Richland Mall. Existing from 1974 to 1998, Richland Mall was an enclosed shopping mall whose anchor stores were Sears, Kmart, and Penn Traffic; Sears later became Hills and then Ames, while Penn Traffic later became Hess's and then The Bon-Ton. Richland Mall was shuttered in 1998 after losing business to The Johnstown Galleria which opened in 1992. Richland Mall was then torn down and redeveloped as a strip mall, which features Walmart, TJ Maxx/HomeGoods, Best Buy, and Ulta as its anchor stores.
