Summary, model-written

Vallco Shopping Mall opened in 1976 as a two‑story mall, with a third‑level movie theater added in 2007 and anchored by Macy’s, Sears, and J.C. Penney. By August 2022 the western portion had been demolished (August 2019) and the pedestrian overpass removed (March 2020), leaving the site almost vacant except for a few eastern tenants, while a mixed‑use redevelopment is planned.

Why. not stated in the record

Where it stands. As of August 2022 the mall is almost entirely vacant and controlled by Sand Hill Property Co.

For a planner

  • Planned mixed‑use development (office, housing, retail) indicates a shift from retail to broader land‑use.
  • Demolition of major structures and the overpass shows precedent for large‑scale site clearance.
  • Open questions include the final build‑out scale, timing, and how remaining eastern tenants will be integrated.
  • Policy tools used are not detailed in the record.

For a developer

  • Site controlled by Sand Hill Property Co.; exact acreage not specified in the record.
  • Entitlement stage for the mixed‑use plan is not described in the record.
  • No flood, transit, or environmental constraints are listed in the context layers.
  • Market signal: opportunity score 15.0 driven by median rent of $2,814 in the surrounding tract.

What we do not know yet

  • Exact site size and parcel boundaries are missing.
  • Current vacancy percentage and detailed tenant roll‑off dates are not provided.
  • Debt status, anchor lease expirations, and competitive pressures are not stated.
  • Environmental, flood, and transit constraints are absent from the record.
  • Entitlement approvals, zoning changes, and development timeline for the mixed‑use project are unknown.
  • Data is thin: only one source and a draft verification status.
