Summary, model-written

Port Plaza Mall opened in 1977 with JCPenney and H.C. Prange anchors, added Boston Store by 1982, and changed ownership several times before declining in the late 1990s–2000s, closing in 2006. The city took ownership, demolished the mall in 2012, and Schreiber Foods built its headquarters on the site.

Why. The record notes anchor store closures (Boston Store 2000, Younkers 2004, JCPenney 2005) leading to decline; no explicit mention of competition, debt, or demolition causes beyond closure.

Where it stands. The mall footprint is now occupied by Schreiber Foods headquarters, following city ownership (2006‑2012) and demolition in 2012.

For a planner

  • Public subsidy via TIF funded the redevelopment
  • Strategy listed as redevelop and reinhabit
  • Entitlement approved in 2011
  • Open questions include long‑term land‑use compatibility and any remaining civic or educational components

For a developer

  • Site size not specified in record
  • Control appears to be with Schreiber Foods after city‑led demolition
  • Entitlement granted 2011
  • Context‑layer constraints (flood, transit, environment) are not recorded
  • Market‑signal data from tracts are absent

What we do not know yet

  • Exact parcel size and current ownership details are missing
  • Environmental, flood‑plain, and transit constraints are not documented
  • Market‑tract data (income, retail demand) are absent
  • The record is marked as draft and unverified
  • Specific terms of the TIF agreement and any remaining entitlements are unknown

Background

Port Plaza Mall was an urban area shopping mall/multi-use facility located in downtown Green Bay, Wisconsin. The mall opened on August 10, 1977, and featured 3 anchor stores over the years, with JCPenney and H.C. Prange open at its launch and Boston Store added by 1982. The mall would go into a state of decline in the late 1990s and 2000s, Boston Store closed in 2000, Younkers which replaced Prange, closed in 2004, and JCPenney closed in 2005. The mall would close on February 27, 2006. The mall property was razed during the first half of 2012 as part of a redevelopment project; the headquarters of Schreiber Foods now stands on the main mall footprint.
